Rebuild of HR/Recruitment Platform (KSA-based)

Production build: multi-tenant HR/recruitment SaaS — Saudi-hosted
Saudi-registered company. We have a working, demo-ready prototype of a bilingual recruitment and HR platform. We are commissioning a production-grade rebuild and are looking for an established development company — not an individual.
Non-negotiable: all data must reside and be processed inside Saudi Arabia. Acceptable: STC Cloud, SCCC Alibaba Cloud, Google Cloud Dammam, Oracle Riyadh. Bids proposing hosting outside KSA will be rejected without review.
Platform architecture — two layers
1. Tenant application — the workspace each client company uses, fully isolated
2. Owner console — our internal layer for client provisioning, plan management, entitlements and revenue
Scope — 50+ modules across eight domains
• Core — multi-tenancy with enforced isolation, RBAC, audit trail, notifications, document vault
• Talent acquisition — requisitions, candidates, pipeline, sourcing, overseas recruitment, agency portal
• Assessment & selection — interviews, structured evaluations, assessments, interview governance
• Offer & onboarding — offers, contracts, onboarding, probation tracking
• Regulatory — Saudi labour-market localisation compliance and workforce reporting
• Planning & analytics — workforce planning, recruitment analytics, ROI, executive dashboards
• Commercial — subscriptions, entitlements, invoicing, payment gateway integration, plan-based module gating
• Integrations — HRIS/ERP connectors, government platform integration, REST and webhook APIs
Technical requirements
• Arabic and English throughout, RTL-native — not a translated afterthought
• PDPL-compliant by design; tenant isolation enforced at the data layer, not the application layer
• SSO, role-based permissions, complete audit logging
• Automated test coverage, CI/CD, and full technical documentation
• Local payment gateway integration (HyperPay or equivalent)
Engagement model
We will award a short paid discovery phase first: architecture document, data model, tenant-isolation design, and a working deployment proof on a KSA cloud region. The full build is awarded only on successful completion of that phase.
Your proposal must answer all eight questions. Proposals that do not will be closed unread.
1. Which KSA-region cloud have you deployed to in production, and on which project?
2. Proposed stack, and specifically why it satisfies data residency and multi-tenancy together.
3. How do you enforce tenant isolation at the database layer? Name the mechanism.
4. Link to a live bilingual Arabic/English product you built. Include RTL screenshots.
5. Largest platform you have delivered by module count — team size and elapsed timeline.
6. Team composition: named roles, seniority, location, and who is dedicated versus shared.
7. Proposed phasing with milestones, deliverables and payment schedule.
8. Post-launch support model and response-time commitments.
