Vectorise PSD Artwork for Spot-Colour Printing

I have artwork inside a layered PSD that is currently raster (pixel-based). I need it accurately redrawn as clean vector artwork and then applied to supplied dielines, ready for spot-colour printing.

Scope

Redraw all artwork elements in the PSD as vector. Hand-drawn/traced with clean paths — not an auto Image Trace with thousands of stray anchor points.
Apply the finished artwork to the dielines I supply, matching the reference example I'll provide for how the finished product should look.

Requirements

Artwork must be built in Pantone spot colours — 6 colours total. Pantone references: please match and confirm with me before final delivery
No gradients, transparency, or drop shadows unless we agree in advance
All text converted to outlines
3mm bleed; keep critical elements inside the safe zone
Dieline on its own named layer, set as a non-printing spot colour, overprint on
Correct layer naming and structure — no merged or flattened artwork

Deliverables

Editable vector master: .AI or .EPS
Press-ready vector PDF (PDF/X-1a or PDF/X-4)
Layered PSD version for reference/mockup
All source/working files
