Robust Python Data Analysis Tool

I am building a full-featured data analysis tool and am looking for a Python developer who can take it from concept to deployment with clean, well-structured, and fully tested code.

Scope of work
The core of the project is a pipeline that handles
• data cleaning
• data visualization
• statistical analysis

All stages should be written in Python using Pandas for wrangling, Matplotlib for visual output, and Scikit-learn where modelling or advanced statistics are required. I want the codebase organised for long-term maintainability, with clear documentation, type hints where useful, and unit tests that cover critical paths.

Beyond core development I will need help with debugging, automated testing, and packaging/deployment (a Docker image or similar solution that lets me spin the tool up quickly in staging and production). Familiarity with automation scripts, RESTful APIs, or light AI/ML integration is a bonus and may be folded in as we refine the roadmap.

Project plan & deliverables
Please outline:
1. A timeline broken into logical milestones (e.g., data ingestion layer, cleaning module, viz dashboard, final deployment).
2. The percentage or amount you would release at each milestone, along with an overall cost estimate.
3. Your approach to version control, CI/CD, and any additional tooling you propose.

I will review proposals based on clarity of the timeline, demonstration of past work with Pandas/Matplotlib/Scikit-learn, and evidence of writing production-ready code. Let’s build something solid together.
