Extract Clear Stills From Video

I have an MP4 video that is already 1080p+, yet several key frames are still too soft for me to confirm the person on-screen. I do not need the entire clip enhanced; I only care about highly focused, frame-by-frame clean-ups of three things: faces, any visible tattoos or other identifying marks, and distinctive clothing or accessories.

Here’s what I’m after:
• You locate the best possible frames for each of those elements.
• Apply targeted de-noise, sharpening, and up-scaling techniques (Topaz, DaVinci Resolve, Photoshop, or your preferred toolkit) only on those frames.
• Deliver the resulting still images in the highest practical resolution along with their original time-codes.
