Elegant Certificate Design Needed

I’m creating a “Certificate of Excellence” to celebrate top-tier writing skills and I need a polished, print-ready design.

Here’s what I’m after:
• Format: a high-resolution PDF ready for commercial printing.
• Style: classic Serif typography paired with a refined floral border.
• Accents: tasteful gold highlights that feel formal, not flashy.
• Layout elements: a prominent placeholder for the recipient’s name, a clearly marked date line, and a signature line that balances the overall composition.

Please keep the artwork vector-based so it scales cleanly, use CMYK colors for print accuracy, and leave enough margin for standard framing. If you can supply the working file (AI or PSD) alongside the final PDF, even better—I may need minor text edits later.
