Comprehensive Timesheet Management App

I would like an app for a works department team of 9 to submit timesheet data (this consists of 3 Foresters, 3 Builders & 3 Joiners), it will need to have a drop down list of approx 300 properties, a section to say how long the job took (15mins/ 2hrs etc) as they can do several jobs per day, it will need a free writing section to type in the job number and a brief summary of the work completed and another drop down list where they can select what materials they have used to complete the job, a quantity field will also be required alongside this, sometimes only 1 material is used but quite often there can be several materials used per job.
I would also like the time sheets for the Builders and Joiners to go to a manager to approve, and possibly edit. The timesheets for the Foresters will need to go to a different manager to approve.
I would like the ability to review, amend if necessary and produce reports from the time sheet data but don't need it to submit my time sheets. So that would be 12 users in total for now, however we may role it out across the wider business in the future.
It must be user friendly. Does anyone know if such a thing already exists, or how much it would cost to build an app?
