Bitmap Electrical Drawings to DWG

I need a set of 2D scanned bitmap electrical schematics (currently there is no editable intelligence in them) redrawn as fully editable electrical AutoCAD DWG files. Every symbol, conductor line, annotation, and title block must match the original image with exact detail—nothing simplified or omitted. A fixed metric or imperial scale is not required; just preserve the proportions so I can scale later if necessary. A smart AI or some agent based conversion process is desirable (so any electrical bitmap image will convert) as plan A default. Full conversion procedure should be described & any tools or services used shall be provided, with their sources. A user, installation & future maintenance manuals shall be provided. A manual conversion should be separately quoted as a plan B option.

Deliverables
• One clean, layer-organized DWG for each scan
• All text entered as editable AutoCAD text (no exploded polylines)
• Lines and blocks snapped precisely to endpoints, free of raster remnants
• Title block and revision table recreated as native objects

I’ll verify by overlaying your DWG on the source bitmap; any misalignment will be immediately visible, so accuracy is key. Save in a version compatible with latest AutoCAD version, avoid proprietary plugins, and keep file sizes reasonable. The files shall not show as created in pirated Autocad version. 2 files will be shared with shortlisted persons. Your bid will be treated as 50% for 1st file & 25% for 2nd & subsequent files. 25% at final test. Assume these are 11x17 fairly full drawings as a worst case. Please do not respond if you cannot do this work.
Work for the 2 files must be completed by Monday.
Any tools used prices will be included in your bid & will become our sole property with no encumbrances or strings attached. Use of subscription services is discouraged.
The budget given is placeholder only, so your bid must be final with amount & delivery time.
No upfront. A 1st milestone will be created after a remote demo is shown. 50% payment after acceptable solution is delivered. 25% after 2nd drawing is delivered. Final 25% payment will be after system delivery is with us for 2 weeks evaluation without any issues. Payment made only after all source code & support docs are delivered to us & approved.
