Windows URL Access Restriction

I have a Windows laptop that must only reach a defined set of websites, and the rule has to apply to every user profile on the machine. You will connect through a remote-desktop session, configure the restriction with whatever method you feel is most robust—whether that is the native Windows policy stack, a lightweight agent, or another reputable tool—and then show me exactly how to add or remove sites from the list whenever policies change.

Once the browsing limits are in place, I also need a discreet attendance-monitoring solution installed and ready for daily use. Please recommend software that records active screen time without obvious pop-ups, set it up, and leave me with simple operating instructions.
