Web-Based Music/Video Playback System Development

I am looking for a developer to build a complete web-based system for music/video playback.

Main idea:
A website where users pay a monthly subscription and can access songs (MP4 videos) with pitch control.

Requirements:

- User registration and login system
- Monthly subscription payment system (around $5/month)
- Secure system (only paying users can access content)

Video player:
- Play MP4 videos
- Ability to change pitch (tone) WITHOUT changing speed
- Simple controls (+ / - for transpose)

Storage:
- Developer should propose and set up a storage solution for videos (cloud or server)
- Videos must be stored securely and streamed to users

Admin side:
- I want to be able to upload new songs/videos easily
- Simple admin panel (upload, manage videos)

Interface:
- Simple and clean design
- Works on desktop (priority)

Optional (nice to have):
- Playlist of songs
- Categories (e.g. folk songs)

Important:
This is a simple MVP project, not a big company platform.
I want a cost-effective solution.
