Water Park & Resort Development Cost Analysis

Quantity Surveyor / Cost Consultant – Water Park & Resort Development in Saudi Arabia

I am looking for an experienced Quantity Surveyor / Cost Consultant to undertake a comprehensive cost analysis, cost estimation, and quantity surveying for a leisure and hospitality development located in Saudi Arabia, approximately 70 km south of Riyadh.

The project includes:

* Water park
* Resort facilities
* Chalets / villas
* Supporting infrastructure and utilities
* Landscaping and external works
* Associated hospitality and recreational facilities

The concept, designs, layouts, and overall master planning have already been completed. I am now looking for a qualified professional to review the available design information and develop a realistic and detailed project cost estimate based on current Saudi market conditions.

Scope of Work

* Review all available architectural designs, layouts, and project documentation.
* Review the master plan and identify all project components.
* Prepare preliminary quantities and/or a detailed BOQ, as appropriate.
* Develop a comprehensive cost plan and construction cost estimate.
* Provide a detailed cost breakdown for each major component.
* Benchmark costs against current Saudi Arabian construction market rates.
* Estimate costs for civil, structural, architectural, MEP, landscaping, infrastructure, water park systems, and other relevant works.
* Identify major cost drivers, assumptions, exclusions, and allowances.
* Provide cost-per-m² and/or cost-per-unit benchmarks where applicable.
* Identify potential cost risks and opportunities for value engineering and cost optimization.
* Provide an overall estimated project budget.
* Where practical, provide different cost scenarios (e.g., standard, premium, or optimized).

Preferred Experience

The ideal candidate should have:

* Proven experience in Quantity Surveying, Cost Planning, or Construction Cost Consultancy.
* Experience with resorts, water parks, hotels, villas/chalets, or large-scale leisure developments.
* Strong knowledge of Saudi Arabia/GCC construction costs and market rates.
* Ability to interpret architectural, structural, MEP, landscape, and infrastructure drawings.
* Experience preparing professional cost plans, BOQs, and feasibility-level estimates.
* Previous experience working on projects in Saudi Arabia is strongly preferred.
