Telegram Bot for Slovak Police Appointments

I need a Telegram bot that monitors appointment availability at the Slovak Foreign Police and alerts users when new slots appear. Users book appointments themselves through the official website.

First, verify whether reliable monitoring is possible through a publicly accessible or permitted method. If feasible, create a working proof of concept for one office and appointment category. Explain any restrictions before development.

The bot should allow users to select an office and category, enable or disable alerts, and receive notifications with the available date, time, office, and official booking link.

Requirements:

* Prevent duplicate notifications.
* Log errors and alert the administrator about repeated failures.
* Allow monitoring to be paused, restarted, and configured.
* Run continuously on a server.
* Never bypass CAPTCHAs, authentication, or security protections.
* Never request passport details, passwords, or BOK credentials.

Optional paid features: time-limited subscriptions, automatic expiry, Telegram payments, and administrator access.

Deliver complete source code, README, deployment instructions, and a working demonstration.
