Technical SEO Expert Needed for Large Property Records Website

I’m looking for an experienced Technical / Programmatic SEO specialist to review ParcelRecordsUSA.com.

The website collects public property data from government APIs and official sources and contains millions of parcel records.

The data and infrastructure are already built. I need an SEO expert to help determine how to structure the site so Google sees it as useful, high-quality content rather than thin, duplicate, or spammy programmatic pages.

I need help with:

* URL and site architecture
* Which pages should be indexed/noindexed
* City/county/parcel page strategy
* Internal linking and crawl budget
* Sitemaps, canonicals, titles and descriptions
* Making database-driven pages genuinely useful to users and Google

I am NOT looking for backlinks or link-building services. This is primarily on-site and technical SEO.
