Role-Based User/Product Management Web App

I need a responsive Role-Based User and Product Management web application.

The application should include:
• User signup, login, logout and password reset
• Three roles: Admin, Editor and Customer
• Role-based access control throughout the application
• Admin: create, edit and remove users, manage roles, add and retire products
• Editor: update product descriptions and pricing
• Customer: view available products only
• Full CRUD functionality for products with appropriate permissions
• Secure authentication, password hashing and database queries
• SQL database for users, roles and products
• Well-structured database schema with migrations
• Separate simple dashboards for Admin, Editor and Customer
• Fully responsive interface for desktop and mobile
• Clear README/setup instructions for running locally and on a typical cloud host

Preferred stack can be PHP/MySQL with HTML, CSS and JavaScript, but I am open to a suitable stable and maintainable alternative.
