Python Test Client Data Generator

I need a small, self-contained Python script that automatically produces realistic test data for a group of clients, each paired with a random dollar amount. Every record must contain the client’s name and email address—nothing else—so the data stays simple and focused.

Core details
• The script should let me choose how many clients to create and optionally set a minimum / maximum dollar range.
• Output can stay inside the Python runtime (e.g., list or DataFrame) or be written to a file; just keep the code clear enough that I can switch between CSV, JSON, or any other format later if I wish.
• Use only standard libraries or widely available packages so it runs on any fresh Python install.
• Comment the key sections so I understand where to tweak fields, naming patterns, or dollar logic in the future.

Acceptance criteria
1. Running `python generate_clients.py 50` creates 50 records with name, email, and dollar value.
2. Dollar amounts are numeric and random within the specified range.
3. Names and emails look realistic rather than placeholder gibberish.
4. Code is PEP-8 compliant and includes a brief README explaining usage.
