Printing Press Barcode System Build

I need a self-contained barcode management system to streamline daily work in our printing press. The application must let us:

• Generate barcodes on demand in both Code 128 and EAN-13 formats, producing high-resolution (preferably vector) images suitable for direct placement in artwork or plate files.
• Scan the printed codes with a standard USB or camera-based reader to verify accuracy, logging each scan with a timestamp and operator ID.
• Export every session’s data to Excel with one click so our supervisors can run their own reports.

Inventory control is not required right now, but please keep the data layer flexible enough for us to add stock tracking later if we decide.

The tech stack is your choice—Python (Tkinter/PyQT), C# (.NET), or a lightweight browser-based solution are all acceptable provided the final build installs easily on Windows workstations without complex server setup.
