I need a compact, web-based dashboard that reads live sensor data already sitting in my MySQL database and pushes it straight to the browser as real-time tables. The same stream must be translated on the fly into the IEC-104 protocol so our State Load Dispatch Centre can ingest it without extra middleware.

Core scope
• Pull sensor readings from existing MySQL tables at sub-second intervals (polling or triggers—whichever keeps latency low).
• Display those readings in continuously updating HTML tables; no page refreshes, so WebSockets or Server-Sent Events make sense.
• Build the IEC-104 interface: map every relevant database field to the correct information object address, manage time-tagging, and handle spontaneous as well as general interrogation frames.
• Package both pieces behind a clean UI where I can add or remove sensors, tweak refresh rates, and see basic connection diagnostics for the IEC-104 link.
