Launch Meta WhatsApp Campaigns

My WhatsApp Business account is already fully verified; the missing piece is a live Meta app that lets me run large-scale marketing broadcasts through the official Cloud API. I need you to step in, create the app in Meta’s developer portal, complete all required configurations (system user, phone number, webhooks, message templates), guide it through App Review, and hand it over ready for production traffic.

Once the app is live I want to be able to send segmented promos, coupons, and new-product announcements directly from my backend, so please wire up a lightweight example endpoint or script (Node.js or Python is fine) that shows how to trigger a broadcast to an uploaded contact list and how to pull delivery analytics.

To keep the hand-off smooth, make sure the final setup covers:
• Verified compliance with Meta’s marketing policy
• All necessary access tokens, webhook URLs, and template IDs documented
• A quick README walking me through rotating tokens and adding new templates
