iOS PDF Editor App (Swift/PDFKit) — Acrobat-style features + on-device AI, no server

I need a native iOS app built — a full-featured PDF editor, free for end users, no server/backend required (everything runs on-device).
Core features:
View, annotate, highlight, and markup PDFs
Add e-signatures (drawn or typed)
Fill and create PDF forms
Merge, split, and reorder pages
Compress PDF file size
OCR / scan-to-text (Apple's on-device Vision framework — no cloud API)
Redact content
Password protect / encrypt PDFs
Export and share via iOS share sheet
On-device AI (Apple Foundation Models, iOS 18+): summarize documents, answer questions about the PDF — must run locally, no cloud API, no per-request cost
Requirements:
Native Swift development using PDFKit
Clean, App Store–ready UI (I can provide design direction if needed)
No third-party cloud services or paid APIs — must work fully offline
Experience with similar document/PDF apps (please share portfolio links)
Deliverables:
Fully functional, tested iOS app (iPhone + iPad)
App submitted and passing App Store review (I own the Apple Developer account)
Source code handover with clean documentation
