Set in the late 19th century in New Zealand, an architect, my grandfather, was politically involved in building a just and fair community. He was part of the political philosophy of his day where questions about the relationship between labour and capital were front of mind. He convinced the NZ parliament to adopt a system of rating that was based on the unimproved value of land in place of the use of capital value of buildings on the land. He succeeded in achieving this and unimproved values were adopted in New Zealand and states in Australia.
