Hanafi Faskh Issuance Needed

I need a qualified Imam, Mufti, or other recognised Islamic scholar who is authorised to review my case and issue a final Faskh al-Nikah strictly under Hanafi fiqh. My French civil divorce is already in progress, so I am not seeking advice, referrals, or help with civil procedures—only the religious dissolution itself because my husband will not pronounce Talaq.
