Fix Android App Launch Issue

My Android handset suddenly refuses to open its main Phone / Dialer application. Tapping the icon does nothing—no crash report, no error pop-up, it simply never launches. Everything else on the device behaves normally, so I’m convinced it’s a software-level problem rather than hardware.

I need someone who knows Android internals, ADB, logcat and common repair utilities who can:

• Diagnose why the Phone app will not start, despite showing no explicit error.
• Walk me through (or supply) the precise steps or scripts to clear corrupt data, reinstall or replace the APK, or patch any underlying system component that could be blocking it.
• Verify the fix by ensuring calls can both be placed and received after the repair.
