Excel Contact Number Formatting Required

I have an Excel file containing vehicle numbers and mobile numbers in mixed formats.

I need you to:

Extract the 10-digit mobile numbers from the rows.
Add the +91 country code before each valid Indian mobile number.
Final format should be exactly like: +919829528251
Do not change or remove the vehicle numbers.
Do not modify any other information unnecessarily.
Make sure the mobile numbers are stored/imported as text, so the +91 is preserved.
I need the final file in Excel (.xlsx) format.
Please process approximately 2,000 mobile numbers.

Important: The output should be clean and ready for bulk contact import. Please check that every processed number has exactly +91 + 10 digits.
