Engineering Evaluation Request: HVAC System Sizing & Ductwork Analysis by PE

I am writing to inquire if your firm provides forensic mechanical engineering evaluations and written reports for residential HVAC systems.
I am seeking a licensed Professional Engineer (P.E.) to conduct an independent technical evaluation of an improperly sized HVAC installation at my residence in Valrico, Florida.
Background Summary: Three years ago, an HVAC contractor recommended and installed a 5-ton A/C unit to replace an aging 4-ton system. However, the contractor installed the 5-ton unit onto existing ductwork designed strictly for a 4-ton capacity without making necessary duct modifications or verifying airflow limits. This has led to chronic operational issues and high static pressure.
Scope of Work Requested: I am looking to retain a P.E. to perform an on-site assessment and issue a formal, stamped Engineering Evaluation Report. Specifically, I require an evaluation that addresses:
1. Airflow & Static Pressure Analysis: Measurements of TESP and airflow capacity relative to the 5-ton blower.
2. Duct Capacity & System Sizing: Evaluation of whether the existing duct infrastructure supports a 5-ton system (Manual J / Manual D principles).
3. Formal Written Findings & Conclusion: A stamped, objective expert report detailing the physical condition, design deficiencies, and causation regarding the mismatched tonnage and ductwork.
