Dolibarr JPEG Tagging Module

I need a small Dolibarr module that lets me attach JPEG images directly to a project report and label every file with its relevant project-stage tag (e.g. Planning, Execution, Handover, etc.). When a user uploads the image, the tag should be chosen from this fixed list so we keep our naming consistent across the ERP.

Right now I am undecided about letting users create their own tags. If you can keep the code flexible enough to switch that feature on or off through the module settings, please highlight how you would do it.

Key expectations
• Seamless upload from the Project card – no separate menu.
• Stored files must follow Dolibarr’s standard directory logic so backups keep working.
• Tag field visible in the document list and in the file detail pop-up.
• Clean, commented PHP code that survives version updates (hook system, no core hacks).
• Quick install package plus a short README so my admin can deploy it without your help.
