Digital Scrapbook Creation

I'm looking for someone to create a digital scrapbook of newspaper clippings. I'm estimating there are about 50 items. This would involve scanning the news stories and organizing them to create a nice digital scrapbook. I have the actual newspapers which are from 1984-2002.

Im not sure what format would be best for the final product. The ideal candidate should have experience in:

- Graphic Design
- Layout Design
- Digitizing Printed Materials

Look forward to hearing thoughts on how to do this. I'm based in Colorado Springs and Northern Virginia, ideally would like someone in one of those places.
