Custom Homepage Design & Build

I need a developer who can take my existing website and turn the homepage into the exact vision I already have on paper. You will receive the design as a set of static graphic files (PNG/PDF), and I expect you to translate that into a fully responsive page that perfectly mirrors the layout, integrates my prepared article-level content, and adds the interactive touches called for in the mock-ups.

Here is what matters to me:
• Layout design must match my supplied graphics pixel-for-pixel on desktop, tablet, and mobile.
• All text, images, and media I provide should be placed precisely where indicated.
• Interactive elements—hover states, smooth scrolling, basic animations, or sliders—have to feel seamless and lightweight so the page still loads quickly.

I’m open to whichever stack you prefer (custom PHP, React, plain HTML/CSS/JS, etc.) as long as the final code is clean, well-commented, and easy for me to maintain. Please tell me how you would approach responsiveness and performance, and include one or two live links to similar custom homepages you have built.

I will supply: the graphic files, the finalized article copy, and access to the current site.
You will deliver: the finished homepage files or updated theme/templates, any supporting assets, and brief hand-over notes so I can make edits later.
