Convert PDF to Editable Word

I have a PDF that mixes flowing text with embedded images. The goal is to rebuild it in Word (.docx) so every paragraph, heading, and picture can be freely edited just as if the document had been created in Word from the start.

Key points to keep in mind:
• The text will be revised later, so accuracy in transcription and preservation of the original formatting matter.
• Each image must come across as an independent, editable object—no flattened screenshots—so it can be resized, replaced, or repositioned without disturbing surrounding text.
• Page layout, fonts, and spacing should look the same (or as close as Word permits) to the source PDF.

Deliverable: a fully editable .docx file that mirrors the PDF in structure and appearance, with images ready for individual editing.
