Comprehensive Fleet Desktop Management

I need a self-contained desktop application that lets our transport office see every vehicle in the fleet at a glance, schedule and log each service, record fines as they occur and plan future availability. A web portal or mobile extension could follow later, yet the first milestone must be a solid Windows desktop build that runs smoothly on ordinary office PCs.
Core functionality
• Live or near-real-time vehicle tracking tied to each registration number so the map, status panel and reports always agree.
• A maintenance calendar that warns us before inspections or services are due and locks vehicles that overrun, with a history tab for parts, labour and cost.
• A fines module where staff can enter penalties, attach scans/photos and track payment status, with quick filters for overdue items.
The UI should feel familiar to transport schedulers: left-hand fleet tree, central workspace, right-hand info drawer, but I am open to better usability ideas if you can mock them up. Please build on a relational database (SQLite or MSSQL Express are both acceptable) and write clean, well-commented code so future reports or API endpoints can be added without a rewrite.
What I expect from you
1. A detailed project proposal that breaks down your technical approach, main milestones and estimated time for each.
2. A short demo (screens or prototype) before full development so we agree on workflow and look-and-feel.
3. Final deliverables: compiled installer, source code, schema script and a concise user manual.
I will review proposals next week and shortlist the teams that present a clear architecture, realistic timeline and evidence they have delivered similar fleet or asset-tracking tools before.
