CMS Website Development for Research Organization

I am a solo founder building a small independent research and policy organisation and need a professional CMS-based website. I already have the UI/design, sitemap, workflow and document templates.

The website should include research areas, publications, research articles, policy briefs, blogs, authors, careers, internships, fellowships and other opportunities. I need an easy-to-use admin/CMS so I can manage the website myself without coding, including adding research areas, publications, articles, authors, PDFs, images and opportunities.

Applications should use website forms with document uploads, email notifications and a unique application ID. Blogs need a simple submission/review/approval workflow. Research articles and policy briefs need an OJS-style submission, review, revision/resubmission and acceptance workflow before publication.

For Version 1, HR onboarding, interviews, joining letters, LORs and certificates will remain outside the website to keep costs down. These may be integrated later as the organisation grows.

I am working with a very limited budget, so I need a practical, professional and scalable solution, preferably WordPress/CMS-based. I already have the design and detailed requirements, so I mainly need development, CMS functionality, submission workflows, testing and deployment.
