Civic Issue Reporting App

I am looking for an experienced developer/team to build an MVP civic issue reporting platform for a beta launch in Kanyakumari District, Tamil Nadu, India.

The long-term vision is to expand the platform across Tamil Nadu and eventually Pan-India, so the backend and database architecture should be scalable.

The platform will allow citizens to report genuine public/civic issues such as potholes, garbage, drainage, water problems, streetlights and other local infrastructure issues.

This will initially operate as an independent citizen platform, not an official government application.

Core Citizen Features

The first version should include:

* Simple mobile-friendly interface
* Tamil + English
* Citizen registration/login
* Report an issue
* Upload photo/video
* Automatic GPS/location capture
* Select issue category
* Add description
* Generate unique issue ID

Initial categories:

Categories must be manageable from the admin panel.

Issue Workflow

The core workflow is:

Citizen Report → Verification → Responsible Authority → Forwarded → Follow-up → Escalation → Resolution → Resolution Verification → Closed

Each issue should maintain a complete timeline/history.

Possible statuses:

* Submitted
* Under Verification
* Verified
* Assigned
* Forwarded
* Action in Progress
* Resolution Claimed
* Resolved
* Reopened
* Rejected / Duplicate

Duplicate Issues

Multiple citizens may report the same problem.

The admin should be able to merge duplicate reports so that there is:

One issue + multiple citizen supporters

rather than multiple separate complaints.

Admin Dashboard

A web-based admin dashboard is required.

Admin should be able to:

* View all reports
* Verify/reject reports
* Merge duplicates
* Change categories
* View location/photos
* Assign responsible authority
* Record official complaint/reference numbers
* Track follow-ups
* Set deadlines/SLA
* Escalate overdue issues
* Upload resolution photos
* Mark issues resolved/reopened
* View statistics and reports

Dashboard should include basic analytics such as:

* Total issues
* Verified
* Pending
* In progress
* Resolved
* Overdue
* Reopened
* Issues by category
* Issues by location

Resolution Verification

When an issue is marked as resolved, the system should support:

Before Photo → After Photo → Verification → Closed

AI-based image comparison is NOT required in the MVP, but the architecture should allow it to be added later.

Government Integration

Government integration is not required for V1.

This is an independent platform.

However, the admin should be able to record:

* Department/authority
* Official complaint channel
* Official reference number
* Date submitted
* Follow-up details

Future versions may integrate directly with government systems.

Language

The application should initially support:

Tamil + English

The interface should be extremely simple and suitable for both urban and rural users.

Technology

I am open to recommendations from experienced developers.

A PWA/mobile-first application + web admin dashboard is acceptable for the MVP.

The backend must be scalable so Android/iOS applications and additional districts can be added later.

Important Ownership Requirement

All of the following must belong to me/the project owner:

* Source code
* Database
* Domain
* Cloud account
* API keys
* Design files
* Documentation

Do not build the project using developer-owned accounts that I cannot access.

Project Goal

The first beta will be launched in Kanyakumari District.

The objective is to prove the complete civic issue workflow with real citizens and real public issues before expanding to other districts in Tamil Nadu.

The initial product should be simple, reliable and scalable rather than overloaded with features.
