School ERP Android & Web Panel

I’m building a rental-model School ERP that must work both online and in patchy-network environments. The project is split into three tightly-integrated pieces that need to ship together:

• Android Tablet APK – runs only in a secure kiosk / lockdown shell. Core modules are manual attendance tracking (checkbox beside each learner), student exam terminals, fee-receipt generation and teacher lesson tracking at the end of every period. The APK will be side-loaded, not published on Play Store, so an easy private-update mechanism and reliable offline/online sync are essential.

• Web Hub – a browser app for Principals, Teachers and Administrators. It should let them maintain student & staff records, manage fee ledgers and pull one-click reports covering up to five years of data. Required report sets include student performance, fee payment history and attendance records.

• Owner Admin App – my own control panel for activating or deactivating individual school databases and triggering a remote lock or wipe of any enrolled tablet.

I need clean, milestone-based delivery with source code, database scripts and deployment notes. Technologies are flexible, but please propose a stack that supports kiosk-mode Android, robust offline sync and secure multi-tenant data separation.
