Children's Book Illustrator for Consistent Characters

Illustrator needed for a 28-page children's book (consistent characters across all pages)

I need an illustrator to create 28 full-color illustrations for a children's book (ages 8-10, US market) in a warm, soft, children's-book storybook style — flat colors, rounded friendly features (similar style to popular Amazon KDP picture books).

The most important requirement: strict character consistency. I have reference images already created for each of the 7 characters (locked hairstyle, skin tone, outfit, and features for each). Every illustration must match these references exactly — same face, same hair, same clothes for each character in every scene they appear in. I will provide:

7 character reference sheets (front-facing, full body, neutral pose)
A full manuscript with a written illustration description for each of the 28 pages (what's happening, setting, mood, which characters appear)

What I need from you:

28 illustrated spreads, one per page, matching the scene descriptions provided
Each character must look identical to their reference image every time they appear — no changes to hair, skin tone, clothing, or facial features between pages
Final files as high-resolution PNG or JPG, 300 DPI, sized for a 6x9 inch book page with bleed
Willing to do a 2-3 page test batch first before committing to the full 28, so we can confirm the style and consistency match before proceeding

Timeline: Flexible, but prefer delivery within 2-3 weeks.

Budget: Please quote your rate per illustration and total for all 28 pages — open to your proposal based on your portfolio and experience with children's book illustration.
