Build UI Component Library in Vue 3 for an enterprise application

Summary
We're an engineering company building an enterprise decision-support platform. We need a finished Figma design turned into a clean, reusable Vue 3 + TypeScript component library to support the solution.

The initial work is foundational: UI primitives, shared components, and the first couple of pages. Some components are non-trivial (date-picker, data tables), so this isn't purely cosmetic work.

What we're looking for:
- Vue 3 (Composition API) + TypeScript, production experience
- Strong CSS with an eye for matching a design closely — spacing, colour, and type scale accurate to the Figma
- Component sense: reusable, self-contained, props/events documented
- Ability to build non-trivial components (date-picker, tables) from scratch, not just glue a library together
- Storybook documentation and unit tests for each component (core to the work, not optional). Components ship documented and tested or they're not done
- Code that passes our ESLint + Prettier rules
- Proactive and communicative. You'll sync with our team 2–3 times a week and help shape conventions as we go
- Strong English

1. When would you not extract something into a reusable component? Give a real example from your own work.
