Build Advanced Poker AI Bot

I’m looking for a developer to build a **Texas Hold’em Poker Decision Assistant** as a standalone Windows application.

The software should analyze the poker table and clearly show **the best action to take at that moment**: **FOLD, CHECK, CALL, BET, or RAISE**.

### Main Features

* Recognize hole cards and community cards.
* Analyze the table, player actions, position, stack sizes, pot size, and betting history.
* Calculate probabilities, pot odds, and hand strength.
* Analyze possible opponent ranges.
* Use configurable Texas Hold’em strategies.
* Clearly display the recommended action in the program window.
* If possible, show win probability, pot odds, recommended bet/raise size, hand strength, confidence level, and a brief explanation.
* Example: **RECOMMENDED ACTION: RAISE | WIN PROBABILITY: 68% | SIZE: 2.5 BB**.
* Complete hand history and statistics.
* Win rate, ROI, profit/loss, and performance by position/hand type.
* Simulated bankroll tracking.
* CSV/Excel export.
* Ability to simulate thousands/millions of hands to test and optimize the strategy.

### Important

I want everything delivered **ready to use as a Windows executable (.exe)**, with a simple interface and no programming knowledge required.

Preferably, the system **should not depend on external AI or cloud services**. If possible, the entire decision engine should run locally using mathematical/statistical calculations, poker algorithms, predefined strategies, or a locally embedded model. I do not want it to depend on ChatGPT, OpenAI, cloud AI APIs, or an internet connection for decision-making.

The program should be fast, with low-latency recommendations, stable, modular, and easy to improve in the future.
