Simple MVP – Freelancer Development Plan

PROJECT OBJECTIVE

Build a simple, professional Android application that connects citizens of Bihpuria with the constituency office.

The first version should focus on only 3 core functions:

1. Report an Issue
2. Track Complaint
3. Announcements & Important Information

No unnecessary features in Version 1.

HOME

Simple home screen containing:

- Bihpuria Seva logo
- Welcome message
- Report an Issue
- Track Complaint
- Announcements
- Important Contacts
- Simple About/Help section

Keep the interface clean and easy for all age groups.

2. REPORT AN ISSUE

Citizen can submit a complaint with:

- Name
- Mobile number
- Issue category
- Description
- Photo
- Location
- Submit button

Categories

- Road
- Electricity
- Water
- Drainage
- Health
- Education
- Agriculture
- Other

After submission:

Complaint ID is automatically generated.

Example:

BIH-2026-000125

3. TRACK COMPLAINT

Citizen enters the Complaint ID and sees:

Complaint Status

Submitted → Verified → In Progress → Resolved

Display:

- Complaint ID
- Category
- Description
- Location
- Date
- Current status
- Admin remarks
- Resolution photo, if available

No complicated tracking system is required for Version 1.

4. ANNOUNCEMENTS

Admin can publish:

- Important notices
- Public announcements
- Government information
- Camp information
- Emergency notices

Each announcement can contain:

- Title
- Image
- Description
- Date

Citizens receive a notification when a new important announcement is published.

A simple page containing important numbers:

- Emergency – 112
- Police – 100
- Fire – 101
- Ambulance – 108
- Important local/official contacts

Admin should be able to edit/add contacts.

6. ADMIN PANEL

A simple web-based admin dashboard.

Show only:

- Total Complaints
- Pending
- In Progress
- Resolved

Complaints

Admin can:

- View complaints
- Search by Complaint ID
- Filter by category/status
- View uploaded photo
- View location
- Change status
- Add remarks
- Upload resolution photo

Announcements

Admin can:

- Create announcement
- Add image
- Edit
- Delete
- Send notification

Contacts

Admin can:

- Add
- Edit
- Delete important contacts

7. USER LOGIN

For the MVP, avoid complicated registration.

Recommended:

Citizen enters:

Mobile Number → OTP → Access App

For submitting a complaint, collect the required citizen details.

Only essential push notifications:

- Complaint submitted
- Complaint status changed
- Complaint resolved
- New important announcement
