I’m building a small utility that automatically picks up any call from an unknown number, speaks a short greeting, and asks the caller to say their name. If the caller responds, the app must immediately pass the call through so my phone rings normally and I can answer. If the caller stays silent or refuses to state a name, the app should divert the call straight to voicemail without ever disturbing me.

No call-logging is required at all. The core job is the call-screening flow itself: detecting an incoming unknown number, playing a configurable audio prompt, capturing the caller’s spoken reply, judging whether speech was detected, and then routing the call according to the rules above.

You are free to choose Java or Kotlin, but please rely on official Android Telephony/CallScreeningService APIs so the APK works on current stock Android builds (Pixel and Samsung devices in particular). I don’t need an elaborate UI—just a minimal settings page where I can enable/disable the service and replace the recorded greeting.

Deliver the complete, cleanly-commented Android Studio project plus an installable APK.
