Accurate PDF-to-Word Conversion

I need several PDF files re-created as fully editable Microsoft Word documents. Every page must be typed (not merely copied-and-pasted) so the text is 100 % accurate and free of OCR errors. Please keep headings, paragraphs, tables and any basic layout elements in the same order they appear in the originals; if a particular element cannot be replicated exactly, note it with a clear placeholder so I can adjust later.

Deliverable: one clean .docx per source PDF, ready for me to open and edit straight away.
