Accurate PDF Text Re-typing

I have a PDF that needs to be converted into an editable text file word-for-word. The current scan is clean, so there is no OCR layer to copy from; I need the content re-typed manually to preserve every character exactly as it appears, including punctuation, paragraph breaks, and any headings.

You do not have to recreate layout elements such as images, tables, or columns—only the running text is required. The final deliverable should be a proof-read Microsoft Word document (or Google Docs if you prefer) that matches the source with zero typos.
