Samson Global Solutions LLC (SGS) is preparing a proposal for a potential public-sector contract supporting regional workforce development collaboration and capacity building in Southwest Virginia. We are looking for an experienced workforce collaboration and assessment specialist to be named as the proposed Workforce Collaboration Lead. This role is contingent on award. SGS does not hold this contract, and applying does not guarantee work.
Compensation: $65–$95 per hour, depending on experience and responsibilities (planning range only; nothing is binding until a written engagement after award).
Type: Independent contract, contingent on award. Mostly remote, with limited in-person travel in Southwest Virginia (for example a kickoff meeting and an annual regional summit). Multi-year, part-time engagement: anticipated start around December 2026 to early 2027 and running through 2029.
You will (if awarded): design and run a mixed-method assessment of regional workforce partnerships (surveys plus key-informant interviews, qualitative and quantitative analysis, confidential/deidentified findings, and follow-up reflection measurement); facilitate virtual collaborative-learning and employer/business-services sessions; help facilitate an annual regional summit; and develop action plans, tools, annual learning briefs and a final regional collaboration playbook. SGS provides project management, scheduling, documentation, quality control and reporting support.
Required qualifications:
- Demonstrated experience with workforce development boards, WIOA programs, or regional workforce/economic-development partnerships.
- Hands-on survey and interview design, analysis, and confidential reporting.
- Facilitation and capacity-building experience with public agencies, partners, or employers.
- Clear written reports and practical tools or playbooks.
Required to apply:
1. A current resume/CV (dates and current location).
2. Two comparable workforce, WIOA, regional-partnership, or capacity-building engagements: client/program, year, your exact role, deliverables, and outcome. Say whether the work was yours personally, your firm's, or a prior employer's.
3. One example of a survey/interview assessment you designed or ran, and one example of facilitation, action planning, or playbook/tool development you delivered.
4. Three references who can verify comparable work (only with their permission).
5. Your availability from December 2026 through 2029, and whether you can travel occasionally within Southwest Virginia.
6. Your proposed hourly rate or engagement structure, with travel assumptions (nonbinding, for planning only).
7. For conflict screening: any current or past role with a workforce development board in Southwest Virginia.
Proposal-use notice: By applying, you authorize SGS to evaluate the information you provide for possible use in a proposal and to attribute your experience accurately if you are selected. You may identify any correction or use limitation before submission. Applying does not guarantee selection, hiring, compensation, or proposal use.
Do not send Social Security numbers, bank information, government ID numbers, medical information, passwords, or other sensitive personal data.
