I need a complete web-push setup for my WordPress-based sports site so readers get match reports the moment they go live—without relying on slow email or unpredictable social reach.

Here’s what I’m looking for:

• Opt-in flow that appears at a logical moment, not instantly on arrival, to maximise acceptance rates.
• Topic subscriptions so visitors can choose the teams or report types they care about.
• Automatic push the instant a post is published in selected categories, plus a simple “Send now” option in the WordPress admin for breaking news.
• Frequency capping and thoughtful notification design so we keep engagement high and avoid unsubscribes.
• Basic delivery and opt-out reporting so I can see what’s landing.

Development must happen locally over HTTPS (I’ll provide a test service-account) with a properly configured service worker. Experience with service workers, push APIs, and WordPress hooks is essential; a feel for restraint in notification frequency is just as important.

Deliverables:
1. WordPress-ready plugin or code-snippet set with clean documentation.
2. Service-worker script and manifest files.
3. Local HTTPS setup instructions so I can replicate the environment.
