Windows URL Scraper Utility

I need a small Windows-based utility that will read the first line of CONFIG.TXT, treat that line as a URL, fetch the web page every time the program is run, and write the resulting text/HTML into OUTPUT.HTML in the same folder. Images or other binary assets do not have to be downloaded—only the page markup and text content matter because another application will consume the file later.

Language choice is open: a straightforward Batch + PowerShell script, a compiled EXE in C#, a Python build packaged with PyInstaller—anything that runs natively on Windows 10 and can be started by double-click or via Task Scheduler is fine with me.

Error handling is required. Whenever the fetch fails or an unexpected exception appears, the tool should quietly append a timestamped entry to ERROR.LOG so I can review issues without intrusive pop-ups.

Deliverables
• The complete script or compiled executable with source code
• A brief read-me that shows where to place CONFIG.TXT, and confirms that OUTPUT.HTML and ERROR.LOG are generated in the same directory
• Any optional command-line switches documented (if you include them)

Acceptance criteria
Running the utility on my Windows 10 PC with the sample government-jobs search URL in CONFIG.TXT must create a fresh OUTPUT.HTML containing the full textual page content, skip downloading images, and record any problems only in ERROR.LOG.
