Windows Desktop App Development Python/Java

I have a Windows-only desktop tool to build and need a skilled coder who is comfortable working in either Python or Java. The core logic is already mapped out; what I’m missing is clean, well-structured code, a straightforward GUI, and an installer so the program can be run easily on Windows 10 and 11 machines without additional configuration.

Here is what I will provide:
• A written feature specification with workflow diagrams
• Sample data and edge-case scenarios for testing
• UI wireframes (basic layout, colours, and font guidelines)

What I expect from you:
• Source code written in Python (Tkinter, PyQt, or similar) or Java (Swing or JavaFX) – your choice, as long as it matches the spec and runs smoothly on Windows
• A compiled executable (.exe or .jar) plus a simple installer or bundled runtime
• Clear in-code comments and a brief README explaining build steps
• A short walkthrough video or screenshots proving the main use cases work on Windows

Acceptance criteria:
1. Application launches on a fresh Windows 10/11 machine with no additional setup.
2. All functions listed in the spec operate without crashes and handle provided edge-case data.
3. Code passes the unit tests I supply and is lint-clean (PEP8 or Google Java Style).
4. Delivery includes full source, binaries, and documentation.
