Windows App Modernization & Cleanup

I have the full source code for a small Windows desktop program that I used to ship on CD back in the Windows 7 days. The software still runs, but it contains hard-coded links to websites I no longer maintain and it is no longer reliable on the latest Windows releases (8, 10, 11, 64-bit).
Here is what I need from you:
• Remove Web site links in the program.
• Update the build so the application installs and runs cleanly on all modern Windows editions (Windows 7 through Windows 11, 32- and 64-bit). Whatever compatibility work is required—migration to a newer framework, manifest tweaks, installer changes, code refactor—please handle it end-to-end.
• Keep it a true standalone desktop application; no online integration should remain.
Deliverables I expect:
— Clean, well-commented, working source code in the original language.
— A compiled executable and a simple installer (MSI or Setup.exe) that passes SmartScreen without warnings.
— Brief build and deployment notes so I can recompile in the future.
You will have remote access to the existing codebase (or I can zip it to you) as soon as we start. If you spot quick wins such as minor UI polishing or small bug fixes while you work, feel free to quote them—otherwise the scope above is all that is required.
Let me know your toolchain of choice (Visual Studio, MinGW, etc.) and the timeline you foresee, and we can get going right away.
