Windows API Phone Scraper

I’m building a small in-house utility that can take a list of business-directory URLs fed in via an API and instantly return the public phone number of the site owner—similar to how “99 Asar” displays contact data, only without forcing the user into a paid subscription wall.

Here is the flow I have in mind: our back-end sends a request containing one or many directory links; your program queries the page, extracts the business phone field, and pushes the clean number back in JSON. No GUI is needed; a lightweight command-line executable for Windows is perfect, as long as deployment is as simple as dropping the .exe (or .py compiled with PyInstaller) on the server.

Key requirements
• Works reliably on major business directory sites; graceful fallback when a number is not present or hidden behind JavaScript.
• Respects reasonable rate-limits and rotates headers/IPs to avoid blocking.
• Input strictly through a REST-style endpoint; output returned synchronously or via webhook—whichever you find faster to implement.
• Written in Python, C#, or another Windows-friendly language, with source code and short README so my team can extend it later.

Deliverables
1. Windows-compatible executable plus full, well-commented source code.
2. API documentation (endpoints, parameters, sample cURL).
3. Quick test suite or script proving it can pull and return a phone number from at least three popular business directory URLs.

Once those three pieces are in my hands and pass a simple acceptance run on our staging VPS, the job is done.
