Vector Design from Picture

I need a vector design created for a large wall print or signage. The vector should be very close to the original picture, and include the whole picture without simplifications. Please ensure the design incorporates the following color codes: Navy (PMS 2945) and Teal (PMS 5493).

The finished sign size should be 60 x 30 inches.
