Texas Chainsaw Game Balance Mod

I'm looking for a skilled modder to create a modification for the Texas Chainsaw Massacre game. The mod should be packaged into a .pak file for easy installation. The balance changes are attached.

Requirements:
- Gameplay changes to character abilities or stats
- Modifications needed for both Victim and Family characters

Ideal Skills and Experience:
- Experience with game modding, particularly Unreal Engine games
- Familiarity with Texas Chainsaw Massacre game mechanics
