Tailored Blackout Curtains Installation

I need a skilled tailor to create floor-length blackout curtains for two separate rooms using fabrics I recently purchased. The curtains will need to hang from a curtain pole with rings or eyelets. i also have 4 windows in another room that needs just the top of the windows covered with material. I can't recall what that design is called
