Stickman Video Generator Development

I need a developer to build a standalone Windows Stickman Video Generator for creating animated videos and stories.
The software should include stickman characters, customizable backgrounds, character actions/animations, multiple characters, dialogue, speech bubbles, TTS/voice support, timeline editing, scenes, subtitles, audio, preview, and MP4 export.
A key feature is Script-to-Video and XML-to-Video generation. Users should be able to enter a simple script or structured XML file, and the software should automatically create the characters, scenes, actions, dialogue, timing and animation.
The application should be professionally designed, modular, expandable and easy to use. Preferred technology is C# / WPF, with FFmpeg or a suitable video-rendering solution.
Full source code, project files, documentation and all required assets must be delivered. Full IP/copyright ownership and commercial rights must be transferred to me upon final payment. The software must be delivered free of unauthorized third-party copyrighted assets or dependencies.
