Soil Assessment and Foundation Design

I need a local engineer to assess soil conditions for a small residential project in Truckee.

Requirements:
- Assess soil bearing capacity
- Determine footing diameter, depth, reinforcement, and beam and post-base details and connectors.
- Area: 96 sqft
-structure is down slope at approx 10 and 15 degree angel.
- some of the dirt on the down hill side has been removed and placed there in efforts to make a level play surface for my son. It is unsettled approx 1 1/2 feet.

Ideal skills and experience:
- Civil or structural engineering background
- Experience with soil assessment and foundation design
- Knowledge of local building codes and regulations
