Seamless 60s Driving Loop

I need a 60-second, perfectly looping 2D animation of Miles and his dog "Duke" driving through the country. Have Duke wear a collar with his name on it. The camera stays in a steady third-person position just to the side of them as they drive through beautiful country landscapes.

Backgrounds must feel alive that all wrap seamlessly back to frame one. The biggest challenge is that head-to-tail match at precisely 60.00 seconds; no pops, jumps, or light flickers when it restarts.

Deliverables
• Final 60-second seamless loop in 1920×1080 (or higher) H.264 plus a PNG sequence.
• Source project files and layered artwork so I can tweak colours later.
